East African ministers adopt AI strategy and approve university foundation module

East African Community ministers have adopted regional artificial intelligence and digital transformation strategies and approved an AI foundation module intended for undergraduate students across disciplines.

The decisions were announced by the EAC on 31 October after a sectoral ministerial meeting in Kampala. They set a regional direction for technology development in education, healthcare, agriculture, industry and public administration.

Partner States were directed to consider adopting the module across university degree programmes. The Inter-University Council for East Africa must develop the implementation framework, so approval does not mean that every university has already introduced the course.

Ministers also approved a regional AI university network and the development of AI certification benchmarks for Kiswahili. The measures connect technology policy with the skills needed to implement it. Practical delivery will depend on the subsequent institutional frameworks, national decisions and resources committed by participating states.
