Namibia’s Cabinet has approved a revised National Broadband Policy and implementation action plan, with the ICT ministry directed to begin delivery alongside relevant stakeholders.
ICT minister Emma Theofelus confirmed the decision, according to reporting published on 5 November. The revision addresses differences between urban and rural access alongside affordability, digital skills and the gap between network availability and actual use.
The policy also aims to improve internet access and minimum data speeds. Approval establishes the policy direction; it should not be presented as evidence that the intended coverage or service improvements have already been completed.
Separately, the minister said the anticipated electronic identity-card launch had been postponed while regulations were finalised, with no replacement launch date confirmed. For the broadband plan, attention now turns to implementation: the institutions responsible, the resources available and the practical measures used to track whether access becomes more affordable and useful.
